Dealing with drought: El Paso avoids water-contingency plans
The Texas Commission on Environmental Quality is asking public water utilities to put their contingency plans -- which are extreme water restrictions -- into effect because of the state's serious drought conditions.
However, El Paso Water Utilities is not doing that.
The TCEQ has a list of the utilities that have filed drought contingency plans with the state and El Paso Water Utilities is not on the list. Plus, the local water company is still allowing residents to water their lawns three days a week.
"The city of El Paso Water Utilities has filed a drought contingency plan but has not notified the TCEQ that the plan has been implemented," TCEQ spokeswoman Andrea Morrow said Monday.
"It is up to each utility to implement their plans based on the triggers in their plans. If water levels drop to certain points, that triggers different stages of a contingency plan. We are encouraging everyone to conserve."
In a June 23 letter to water utilities, the TCEQ said, "Drought conditions are widespread across the state of Texas and may worsen. In order to avert water shortages, the (TCEQ) sent a letter to public water suppliers today encouraging them to implement their drought contingency plans.
"The TCEQ requires water suppliers to develop drought contingency plans to manage water usage, reduce peak demand and extend supplies."
Christina Montoya, spokeswoman for El Paso Water Utilities, said available water supply rather than degrees of drought determine when the utility may call for water restrictions.
"Our water demand does not exceed our supply capacity," Montoya said. "Because of our water conservation programs that have been in place for several years now, we are in a very good position. If that changes, then we will look at implementing contingency measures."
A state drought map shows five intensity levels of drought ranging from least to most serious. They are abnormally dry, moderate, severe, extreme and exceptional. El Paso County falls in the extreme drought range. The map may be viewed at www.drought.unl.edu/dm/DM_state.htm?TX,S.
According to a national U.S. Drought Monitor map, El Paso is surrounded by regions experiencing exceptional drought conditions, from southeast Arizona to Southern New Mexico and other parts of West Texas.
Water usage statistics show that El Pasoans use more water when temperatures climb.
For example, on Sunday when the temperate at the airport reached 108 degrees, El Pasoans used 148.
