City and county politicians spar over property - Brantford ...
Whether an attempt to bring a small parcel of county land on Brantford's southern boundary into the city for development is a "baby step" in building a shared relationship, or expansion by stealth, is in the eyes of the political beholder.
Those two divergent viewpoints are coming out in the early debate over a request by Kelly Brant Homes to develop as a residential subdivision a property known as the Kennedy Lands on Mount Pleasant Street, just south of Hogarth Road.
It began when city Coun. Richard Carpenter won approval in a resolution directing city officials to enquire with Brant County counterparts about a possibility that the agriculturally-zone property could be brought into the city's jurisdiction because the development would create jobs in the construction centre.
"This is such a small parcel that the county has no use for," Carpenter told council.
"Working together on this is so logical."
Some county politicians have a different viewpoint.
Brant Mayor Ron Eddy made a barbed reference to Carpenter's remark, during a speech in a recipe book-launching reception in a barn near St. George, mounted last week the Brant County Federation of Agriculture, Tourism Brantford and the county's economic development and tourism department.
"A piece of agricultural land, no matter how small, always has a use," he said in his speech.
"Ron, do we have to have that debate here?," Mayor Chris Friel, who had also been invited to the reception, said from the back of the crowd.
"Certainly, what better time?" Eddy responded.
Verbal jousting aside, Eddy has said the county is willing to talk about the Kennedy Lands because the city borders on the property on two sides.
The land was last owned by the late Robert Kennedy, a county councillor during the negotiations surrounding the Brant-Brantford Annexation Agreement that transferred various parcels of land into the city in 1979-1980.
Kennedy later tried to have his property transferred into the city for development during the last ill-fated attempts at boundary adjustments, from 2003 to 2006.
The property was later acquired by Kelly Brant Homes.

Councillors Dave Wrobel and Richard Carpenter want streetlights in their ward replaced more promptly, after noticing in several of their ward drives that many lights are out – often for weeks at a time.
They have won approval on a resolution directing staff to inspect streetlights regularly and replace, rather than having them brought to their attention by councillors.
