Deal with Morrisons benefits Leisure Facilities in Verwood

After months of negotiation the District Council has stuck a deal with Morrisons for the sale of the adjacent Leisure Centre so that they can substantially expand their store. The plans also include for the provision of a Petrol Filing Station on the site. The Policy and Resources Committee have recommended acceptance of the offer [subject to contact], which is set be ratified at Full Council on Monday 13 June.

The capital receipt from the sale, along with other monies from the capital programme and developer contributions with offer a golden opportunity to deal with the replacement of the aging leisure facilities, which were built in the early 1980’s and in need of major refurbishment. The plans include a modern 60 bay fitness suite as an extension to the HUB, a significant contribution towards the cost of a 4 court sports hall at the Emmanuel Middle School and a major contribution to the provision of an all weather sports pitch at Potterne Park.

I am on record as describing this outcome as ‘win, win’ as this a great opportunity to deliver a modern superstore and enhanced leisure facilities for the benefit of local residents which all fits with the needs of a town that has doubled in size since 1991 reaching almost 15,000 and those living in the immediate surrounding settlements.

I have now written to Morrisons following the Committee decision on Wednesday seeking an understanding of likely timescale so that we can ensure that there is a clear link with the continuance of the leisure provision during the period of transition. I will update my Blog with further details once they are available.

Outturn from the 2010/11 Council Year

Thanks to the continuing policy of prudent financial management the Council has achieved an under-spend compared to the budget for 2010/12 Council Year of £537,000. This is significant in that this has been achieved during a period of great uncertainly and financial pressure. Some were achieved as ‘windfall savings’ which will not be repeated and some from harvesting planned savings in the partnership with Christchurch Borough and North Dorset District Council’s ahead of the expected timescale, which also achieved significant in year savings’ and will be repeated and enhanced during the 2011/12 Council Year.

The benefits of these savings will be felt by monies being allocated against a number of capital and revenue projects including the building repairs fund, the change fund which will enable the self financing of further efficiency savings achieved through joint working with Christchurch Borough Council and monies into the Capital Fund to enable the provision of affordable housing working with a local Housing Association.
